As we had informed you previously, House Bill 154 was to go into effect on March 21, 2017. This amendment would have allowed drivers who are confronted with traffic signals that were malfunctioning which would have including the failure of a vehicle detector to detect the vehicle to proceed through the intersection. However, on Wednesday, February 23, 2017, the House unanimously passed House Bill 9. The Bill will still allow bicycles to pass through red lights if the signal is not activated, but not vehicles. That Bill now goes to the Senate. Now it appears if House Bill 9 passes, the new law would apply only to bicycles.
